Norwood Town Meeting Votes to Rescind 'Strong Chief' Law

After a long discussion, the motion by the Norwood Board of Selectmen carried by a close vote of 88-79.

Third time was the charm for the Norwood Board of Selectmen in their motion to rescind the so-called "Strong Chief" law, as the Town Meeting members voted to pass the motion at Monday night's continuation of the Special Town Meeting. After an hour and a half of discussion and voting, the motion carried by a tight vote of 88-79. The article called for the town to revoke its acceptance of sections 42, 43 and 44 of chapter 48 of Massachusetts General Law, providing for the establishment of a fire department to be under the control of an officer to be known as the Chief of the Fire Department. The acceptance was voted on in 1926. The revocation places the Chief and therefore the department under the Town Manager. Board of Selectmen chair …

Special Town Meeting to Continue Tonight

Twelve articles remain to be voted on of the 22 on the warrant after three hours of meeting Thursday night.

The Norwood Special Town Meeting will continue tonight with 12 articles remaining for discussion and vote. If the meeting is not concluded on Monday evening it will be continued after the Thanksgiving holiday. Among the articles still left for consideration is a motion by the Board of Selectmen to rescind the Strong Chief Law - which would place control of the fire department directly in the hands of the Town Manager and Selectmen. All residents are encouraged to attend the Town Meeting and will be allowed to speak on the articles, whether or not they are a voting member. The full warrant is attached to this article. Town Meeting Members Voice Concern Over Proposed Rink Location

The first night of Norwood's Special Town Meeting was dominated by a discussion of article 5, regarding feasibility and traffic studies on the proposed hockey rink project.

Of the 10 articles discussed during the first night of Norwood's Special Town Meeting on Thursday, it was article 5 - a motion by the Board of Selectmen for the members to approve the expenditure of a $45,000 donation on traffic and financial feasibility studies on a proposed hockey rink location - that garnered the most attention. After nearly two hours of discussion, the members approved the article. Representatives from the Recreation in Norwood Committee began the conversation with a presentation on the process up to this point and their findings regarding the specific proposed location (the current location of the tennis courts at the Coakley Middle School), the benefits to the town and the management of the rink. TELL US: What is the Most Important Issue for Town Meeting?

Tonight will begin a Special Town Meeting to vote on 22 articles approved by the Board of Selectmen - which is most important to you?

Tonight at 7:30 p.m. the Norwood Town Meeting members will meet in the Performing Arts Center at the Norwood High School to discuss and vote on 22 articles presented in the Special Town Meeting Warrant. Issues on the warrant include the appropriation of funds for renovations to the Town Hall, granting authority to the Permanent Building Construction Committee to take action on building a concession stand at the new high school football fields, the recission of the Strong Chief Law and many others. Article 5 on the warrant addresses the feasibility and traffic studies on the proposed Norwood hockey rink. Special Town Meeting Warrant Includes Hockey Rink Studies, Strong Chief Law

There are 22 articles on the approved Special Town Meeting warrant for Nov. 15.

On Nov. 15 there will be a Special Town Meeting to discuss and vote on the 22 articles on the Town Meeting Warrant which was approved by the Board of Selectmen last week. Article 5 on the warrant addresses the feasibility and traffic studies on the proposed Norwood hockey rink. While the article calls for the appropriation of funds for the study, at last week's Selectmen meeting the Recreation in Norwood Committee (RINC) presented the town with a donation check for $45,000 - which should cover the expense of both studies. Selectmen Chair Michael Lyons said at the meeting that the vote of the Town Meeting members on this article would be basically conceptual, to find out whether or not the community would approve of the project in general. …
